How is it working? A new approach to measure governance in the health system in Ukraine (2013)

This study is the result of the World Bank research to assess Governance in Ukraine’s health care system by applying a new, specifically developed set of actionable indicators. The indicators present a diagnostic scan of the system’s governance, looking in particular at its four key dimensions: (1) Human Resource Management; (2) Planning, Budgeting, Financial and Performance Management; (3) Information Management; and (4) Procurement. The analysis is based on legislative review combined with face-to-face in-depth interviews at level of healthcare facilities and local administrations. The research took place throughout 2013, with field data collected in May-August.
